የደቡብ ኢትዮጵያ ክልል ትምህርትና ስልጠና ጥራት ቁጥጥር ባለስልጣን (ETQAA) በክልሉ ያለውን የሰው ኃይል ልማት ጥራት ለማሳደግ የሚንቀሳቀስ ተቋም ሲሆን፤ ዋና ተግባራቱም የትምህርት ቤቶችን ደረጃ በኢንስፔክሽን መገምገም፣ ለተቋማትና ለመዛኝ የእውቅና ፈቃድ መስጠትና መቆጣጠር፣ የመምህራንና የትምህርት ቤት አመራሮችን የሙያ ፈቃድ ምዘና ማካሄድ፣ እንዲሁም በቴክኒክና ሙያ ዘርፍ ገለልተኛ የብቃት ምዘና (ሲኦሲ) በመምራት ሰርተፍኬቶችን መስጠትን ያካትታል።

The South Ethiopia Regional State Education & Training Quality Assurance Authority (ETQAA) serves as the strategic gatekeeper of regional educational and professional standards by driving academic and vocational excellence through four core pillars: Conducting school inspections, executing institutional and assessors accreditation and licensing, managing professional licensure assessments for teachers and school leaders, and administering independent Occupational Competency Assessments (CoC).

1. የትምህርት ቤቶች ኢንስፔክሽን / Inspection of Schools

Amharic (አማርኛ)

  • ደረጃን መገምገም፦ በክልሉ ውስጥ በሚገኙ በሁሉም የመንግሥትና የግል ትምህርት ቤቶች ላይ ቀጣይነት ያለው የጥራት ቁጥጥርና የደረጃ ምዘና ማካሄድ።
  • የመማር-ማስተማር ሂደትን መከታተል፦ የትምህርት ቤቶች ግብዓት፣ ሂደትና ውጤት (Input, Process, and Output) ከብሔራዊ የትምህርት ስታንዳርዶች ጋር መጣጣማቸውን ማረጋገጥ።
  • የማሻሻያ ምክረ-ሀሳብ መስጠት፦ በትምህርት ቤቶች ጉብኝትና ኦዲት ላይ በመመስረት፣ የትምህርት ጥራትን ለማሻሻል የሚያስችሉ የለውጥ እርምጃዎችን መለየትና ግብረ-መልስ መስጠት።

English

  • Standard Evaluation: Conducting continuous quality audits and standard evaluations across all public and private schools within the region.
  • Monitoring Teaching-Learning Processes: Verifying that school inputs, processes, and outputs align closely with national educational benchmarks.
  • Providing Improvement Recommendations: Identifying corrective measures and offering constructive feedback based on school inspection reports to elevate regional education quality.
2. የእውቅና ፈቃድ መስጠት / Accreditation License

Amharic (አማርኛ)

  • ብቃትን ማረጋገጥ፦ አዳዲስ የትምህርትና የስልጠና ተቋማት ወይም የምዘና ማዕከላትን (Assessment Centers) ዝግጁነት መዝኖ ፈቃድ መስጠት።
  • የእውቅና ፈቃድ ማደስና መቆጣጠር፦ የተሰጡ የብቃት ማረጋገጫ ፈቃዶችን ሕጋዊ የአገልግሎት ዘመን (የ3 ዓመት የቆይታ ጊዜ) መከታተልና በየደረጃው ማደስ။
  • አስተዳደራዊ እርምጃ መውሰድ፦ ከተቀመጠው ስታንዳርድ በታች ሆነው በተገኙ ወይም የአገልግሎት ጥራት ባጓደሉ ተቋማት ላይ እውቅናን የመሰረዝ፣ የማገድ ወይም የመቀጣት እርምጃዎችን መውሰድ።
  • የባለሙያዎችን/መዛኞች ብቃት ማረጋገጥ፦ በሲኦሲ (CoC) ምዘና ላይ የሚሳተፉ ባለሙያዎችን (መዛኞች) የቴክኒክ ክህሎት፣ የትምህርት ዝግጅትና የሥነ-ምግባር ብቃት መዝኖ ይፋዊ የፈቃድ ማረጋገጫ መስጠት።

  • Competency Validation: Assessing the institutional readiness of new education institutions and training centers before issuing official operating licenses.
  • License Renewal and Tracking: Monitoring the legal lifespan of active credentials (such as enforcing the strict 3-year validity period for Regional Assessment Centers) and handling renewals.
  • Enforcing Administrative Measures: Penalizing, suspending, or revoking the accreditation of institutions that compromise on training infrastructure or operational standards.
  • Assessor Accreditation: Evaluating the technical expertise, academic background, and professional ethics of subject-matter experts before licensing them as certified institutional assessors.
3. የትምህርት ቤት አመራሮችና መምህራን የሙያ ፈቃድ ምዘና / School Leadership and Teacher Professional License Assessment

Amharic (አማርኛ)

  • የሙያ ብቃትን መገምገም፦ የትምህርት ጥራትን ለማረጋገጥ የመምህራንና የትምህርት ቤት አመራሮችን (ርዕሳነ-መምህራንና ሱፐርቫይዘሮችን) የሙያ ብቃት መመዘን።
  • የሙያ ፈቃድ (ላይሰንስ) መስጠት፦ በምዘናው የብቃት ማረጋገጫ መሥፈርቶችን በአግባቡ ላሟሉ መምህራንና አመራሮች ይፋዊ የሙያ ፈቃድ ማረጋገጫ ሰነድ መስጠት።
  • ሙያዊ መረጃን ማደራጀት፦ የባለሙያዎችን የብቃት ደረጃ፣ የፈቃድ እድሳት ዘመንና ተያያዥ መረጃዎችን በሲስተም ውስጥ በጥንቃቄ መዝግቦ መያዝ።

  • Professional Competency Evaluation: Assessing the skills and pedagogical knowledge of teachers, school principals, and supervisors to maintain high educational instruction standards.
  • Licensure Issuance: Granting official professional licenses to educators and administrators who successfully pass the qualification and competency criteria.
  • Professional Registry Management: Maintaining an organized digital record of certified professionals, tracking their skill levels, licensing history, and mandatory renewal dates.
4. የሙያ ብቃት ምዘና (ሲኦሲ) / Occupational Competency Assessment (CoC)

Amharic (አማርኛ)

  • የምዘና ሂደትን መምራት፦ በቴክኒክና ሙያ (TVET) ዘርፍ ሰልጣኞች በንድፈ-ሀሳብና በተግባር ብቁ መሆናቸውን የሚያረጋግጥ ፍፁም ገለልተኛና ተዓማኒ የብቃት ምዘና (COC) ማካሄድ።
  • የምዘና ማዕከላትን ማገዝ፦ የምዘና ማዕከላትን ዝግጁነት፣ ማሽነሪዎች፣ መሣሪያዎችና ፈታኞችን (Assessors) ብቃት መመዘንና ደረጃቸውን መቆጣጠር።
  • የብቃት ማረጋገጫ ሰርተፍኬት መስጠት፦ ምዘናውን በስኬት ላጠናቀቁ ባለሙያዎች ልዩ መለያ ቁጥር (Certificate Control Number) ያለውና በሲስተም በቀላሉ ሊረጋገጥ የሚችል የብቃት ማረጋገጫ ሰርተፍኬት ማዘጋጀትና ማሰራጨት።

  • Assessment Center Regulation: Validating and inspecting testing centers to verify that their equipment, tools, and assessors satisfy strict national standard expectations.
  • Certification Delivery: Processing and awarding official Certificates of Competence, ensuring each document is linked to a unique control number for tamper-proof digital verification.
